Peace and Resilience

VSO Philippines, along with its partners, monitors incidents related to civilian protection, human rights, natural disasters and humanitarian concerns. A mobile app was developed to gather structured incident reports and sent via SMS through an SMS Gateway. A web application manage reports submitted from the mobile app.

When I was Coordinator at the Humanitarian, Rehabilitation and Development Component of the International Monitoring Team (IMT)-Mindanao, Victor collaborated with me in realizing my vision to develop a technology-enabled mechanism for gathering and sharing humanitarian information among various stakeholders involved in the GPH-MILF peace process. He was able to see this through even after I left office. He showed competencies that cut across various disciplines and knowledge domains, not only ICT, that make him very effective in the work he undertakes.

Victor Sapar facilitated the use of ICT tools to help improve the assessment activities of the Swiss Foundation for Mine Action (FSD) - Philippines. Working closely with our team, he conducted readiness assessment, review of attendant processes as well as staff training. He introduced free and open-source applications for data collection, cleaning, processing and visualisation.

The Department of Social Welfare and Development (DSWD) - Caraga is thankful for the collaboration we had with TechRemote, particularly Mr. Victor Sapar, in the development of the Do No Harm Quick Check mobile app. The app allows looking into the conflict-sensitivity of a project or activity based on established Do No Harm principles and practices and gives immediate feedback on urgent areas that need to be addressed. Mr. Sapar’s experience in ICTs and development issues like peacebuilding allowed his team to execute well this project which was supported by GIZ Philippines.

Victor Sapar facilitated RHRC-ARMM's use of a data management application from the IMT-HRDC. This involved readiness assessment, strategy development as well as training for users and managers.
